Ingredients
1 1/2 cups all-purpose flour

1/4 teaspoon black pepper
1/4 teaspoon cayenne pepper (optional)
1 teaspoon baking powder
1/2 teaspoon mustard powder
1/4 cup unsalted butter, cold and cubed
1 cup sharp cheddar cheese, shredded
1/2 cup milk
1 large egg, lightly beaten
2 tablespoons chopped fresh chives or parsley
Instructions
1. Preheat oven to 400°F (200°C) and line a baking sheet with parchment paper.
2. Whisk together flour, salt, black pepper, cayenne, baking powder, and mustard powder.
3. Cut in cold butter until mixture resembles coarse crumbs.
4. Fold in shredded cheddar cheese.
5. Whisk milk and egg together, gradually add to dry mixture, stirring until sticky dough forms.
6. Drop tablespoon-sized portions onto prepared baking sheet, spacing 2 inches apart.
7. Bake 12–15 minutes until golden and puffed.
8. Cool slightly and garnish with chives or parsley before serving.
